The first useful answer
Duplicate the sequence. Export its first half and second half separately with the same preset. If one half stalls, divide that half again. Repeat until a 5–10 second range reproduces the problem—or until every short range succeeds.
This is a binary range test. It answers a narrower and more useful question than “what does 64% mean?”: can the stall be reproduced inside one bounded part of the sequence?
A progress percentage is evidence that the same export path reached a similar stage. It is not proof of an exact frame. Adobe Media Encoder can process different outputs in parallel and reports several queue states, so progress should not be treated as a guaranteed linear map of timeline time. Adobe’s Media Encoder documentation describes those queue and parallel-encoding behaviors.
Before testing: preserve a comparable failure
- Keep the original sequence untouched. Duplicate it or work from a project copy.
- Record the exact preset, format, output path, and observed percentage. A screenshot is enough.
- Use the same source sequence and export settings for the first range tests. Change only the In and Out points.
- Confirm that the export is actually stalled. A temporarily unchanged percentage on a complex frame is not, by itself, a failure. Compare repeated behavior rather than one slow attempt.
Do not clear the media cache, update the GPU driver, replace clips, change codec, and disable effects before the baseline. Any one of those actions may change the result, but changing them together makes the result impossible to interpret.
Use binary range isolation
Assume a 40-minute export always stops near 64%. Do not jump directly to minute 25:36. Instead, create two controlled exports from the duplicate:

The method is efficient because every successful export removes a large part of the timeline from the immediate investigation. It also avoids assuming that encoding progress corresponds perfectly to sequence duration.
Interpret the first two range tests
One range stalls
A local timeline condition becomes more plausible. Continue dividing that range before changing clips or effects.
Both ranges succeed
The isolated ranges did not reproduce the full-export behavior. Test the output path, preset, format, or whole-project path separately.
The percentage moves
The stall is not stable enough to use as a location clue. Record what changes between attempts and investigate system or exporter variables.
None of these results identifies a root cause. A repeatedly failing range tells you where to inspect next. It does not prove that the visible clip, effect, transition, caption, or nested sequence is defective.
If one short range stalls
Inspect what begins, ends, or overlaps inside that range: source clips, adjustment layers, third-party effects, transitions, captions, nested sequences, retiming, and frame-rate changes. Then make one reversible comparison in the duplicate.
Bypass one suspect effect or replace one suspect source in the duplicated sequence, then export exactly the same short range again. Restore the suspect and reproduce the difference before calling it confirmed.
If Premiere reports an exact frame error during this shorter export, switch to the dedicated Unable to Produce Frame workflow. If the message mentions accelerated rendering, use the GPU-path test at the reported timecode.
If every short range succeeds but the full export stalls
That result weakens—but does not eliminate—the idea of one permanently bad frame. The next test should target one broader export variable:
- Use a built-in preset that matches the intended format. Adobe’s current troubleshooting page recommends comparing a built-in preset when a custom preset is involved.
- Choose an existing local output folder with adequate free space. Keep the filename simple and do not overwrite a file opened by another application.
- Queue the same export to Adobe Media Encoder. This changes the application path, so treat success as a comparison—not proof that Premiere itself is permanently broken.
- Export a different project. Adobe recommends this distinction; if another project exports, a project-specific plugin, transition, LUT, or project state becomes more plausible.
For H.264 or HEVC, test decoding separately
For H.264 or HEVC media, Adobe recommends deselecting Enable hardware accelerated decoding in Preferences > Media, restarting Premiere, and repeating the export. Run this only after preserving the baseline, because it changes the decoding path.
If the export succeeds with hardware-accelerated decoding disabled, the result implicates that path or its interaction with the media. It does not prove that the GPU is defective, and it does not identify one damaged clip.
Do not chase a renderer option that no longer exists
Adobe’s general export-troubleshooting page still mentions Mercury Playback Engine Software Only. However, Adobe’s newer dedicated software-rendering update states that this renderer option was removed in Premiere 25.2 and later on Windows and Intel Mac, and was never available on Apple silicon.
For a current Premiere version, do not waste time looking for that missing menu item. Adobe distinguishes renderer selection from software encoding, which can still be selected in export settings when the chosen format supports it.
What 0% and 100% can—and cannot—suggest
- Stuck at 0%: the encoder may not yet have produced a useful timeline-location clue. Test a short range, a built-in preset, an existing local destination, and another project as separate comparisons.
- Stuck at the same middle percentage: a stable timeline range is worth isolating, but the percentage is not an exact frame address.
- Stuck at 99% or 100%: do not assume the last frame is faulty. The export may be finalizing the output. If the behavior repeats, compare the full-output path and format after confirming that short ranges succeed.
Preserve the log when the export stops or fails
If Premiere or Media Encoder eventually reports a failure, preserve the exact text before retrying. Media Encoder exposes the item’s status and error details, and its error log may contain a component, exporter, file path, or timecode that is more useful than the percentage.

Limits and sources
Adobe does not publish a universal conversion from export percentage to timeline time. Binary range isolation is a diagnostic method: it narrows reproducible behavior without pretending that the percentage names the cause.
